The documented challenge

PlanoMate's experience base includes leadership of an evaluation of public employment services and active labour market measures across Kosovo. The documented assignment covered 34 municipal employment offices, interviewed more than 50 advisers and connected monitoring findings to operating procedures and capacity building.

How the work is structured

  1. Design a structured monitoring methodology, questionnaires and evidence checks aligned with the applicable laws, manuals and administrative guidance.
  2. Coordinate field review across the municipal employment-office network and synthesize recurring gaps for central management.
  3. Translate findings into standard operating procedures, recommendations and training delivered to more than 100 participants.
